When must a change of address be reported?
Foreigners living in Türkiye with a residence permit must report a change of residential address within twenty working days. The relevant event is the address change, not the date an appointment becomes available. Registration of the notification should also be checked. Moving to another province, changing university in another city or relocating under protection status can require more than editing an address field. (Population and Citizenship Affairs, address questions)
Address registration and a residence permit are different. Recording a new address does not renew an expired permit, while holding a valid card does not remove the notification duty. This article concerns residence permit holders. International and temporary protection involve distinct province and reporting rules that require separate assessment.
The address register and the residence file
The Address Registration System centrally records residential and other address information. The residence file assesses the purpose, duration and conditions of staying in Türkiye. The two are related, but informing a bank or university does not complete official notification. A delivery address can also differ from the registered residence. Identify exactly which institution’s record was changed. (Population Directorate, Address Registration System)
The address must be accurate, complete and reflect the actual housing situation. A small difference in street, building or apartment number can identify another dwelling. Compare the system record with the lease. Understanding residence permit types and applications helps establish which file is affected. Address registration does not replace an application required for a new purpose of stay.
Starting and proving the twenty-working-day period
The relevant event is moving. Signing a lease and actually settling in may occur on different dates. Documents should accurately explain that difference; a false move date must not be used to extend the period. Weekends and official holidays matter in calculating working days. Determine a specific deadline from the actual dates and applicable calendar.
The Directorate’s guidance links notification to twenty working days from moving. A handover record, lease commencement, dormitory departure record or utility document may help explain timing. No one of these is necessarily mandatory proof in every file. A dated receipt separately establishes what was submitted and when. (Population Directorate, address system guidance)
Which authority and channel should be used?
The Population Directorate describes notification by a foreign residence holder to the population office or provincial migration office. Migration Presidency general guidance refers to informing migration and population units with the necessary documents. Accordingly, check the current local channel and confirm that both the address register and residence file are updated. An appointment with one institution should not be assumed to complete all steps in the other file. (Migration Presidency, general residence information)
The availability of address services on e-Devlet does not mean every foreigner can make every change through the same online service. Identity type, status, existing address records and the services offered matter. Use the official channel available for the individual situation. Appointment, submission and registration are separate stages. Check an updated address document or the authority’s registration result, rather than stopping at an application-received screen.
Check the dwelling before moving
Confirm the address exists, is registered as residential and identifies the correct unit. If the landlord’s door number differs from the system, investigate. A building renumbering is not the same as actually moving home. Address components may need correction by the municipality or competent authority; population offices cannot necessarily correct every numbering error directly.
Restrictions on foreign registration in particular districts or neighbourhoods should be checked before a lease is signed. Past closure announcements demonstrate that restrictions exist, but an old list should not be treated as current and complete. Confirm eligibility for the person’s status and transaction with the competent office. A landlord’s assurance that everyone can register is not an official assessment. (Istanbul Migration Directorate, neighbourhood closure announcement)
Documents for renting, ownership, dormitories and shared housing
Alongside identity and residence documents, prepare evidence explaining use of the new home. Depending on circumstances, this may include a lease, title and current ownership record, dormitory certificate, or an undertaking and shared-residence evidence. Utility records may also be requested. Do not assume one universal checklist covers every province and application.
Migration document guidance separately addresses signed or electronically signed dormitory records and notarised undertakings in certain shared-housing situations. These explanations concern residence applications; they should not automatically be equated with every evidential rule for address registration. Use the current appointment instructions and document list. The home, owner or lessor and foreigner’s details should be consistent. (e-İkamet, document explanations)
Moving within a province or to another province
Within the same province, notification and record updates are central. For residence permit holders moving to an address in another province, Article 23 of the implementing regulation requires an application within twenty working days to obtain residence permission in the new province. Simply obtaining an address certificate may therefore be insufficient even when the previous card remains valid. (Migration Presidency, implementing regulation, Article 23)
The same rule states that, when the permit type remains unchanged, the period for which the residence fee was paid is not charged again. This does not mean every transaction and new card must be free. A different purpose of stay requires separate examination of type and conditions. Moving, renewal and changing permit type may coincide; check the steps for each.
Special rules when students change city and university
A student changing only accommodation differs from one transferring to a university in another city. The current e-İkamet student form explains that a change of university, faculty or department in a different city requires an application within ten days selecting the new university’s province, followed by submission of documents to student affairs or the international student office. This special procedure must not be confused with the general twenty-working-day address period. (Migration Presidency, current student application form)
Keep the former registration’s ending date as well as new enrolment and accommodation records. Giving the university an address does not alone prove official registration is complete. Starting work while studying is another permit matter; work permission when changing employer explains workplace-related duties. Home, university and workplace addresses should not be treated as one concept.
Comparing procedures and deadlines
The table distinguishes questions raised by apparently similar changes. Check special rules for the person’s status and current institutional instructions separately.
| Situation | Main action | Deadline distinction |
|---|---|---|
| New home in the same province | Address notification and file update | 20 working days from the change |
| Settlement in another province | Residence application in the new province and address registration | Within 20 working days under the general rule |
| University transfer to another city | Student residence procedure selecting the new province | 10 days in the student form |
| Residence expiry | Renewal or other appropriate action | Address notification does not extend validity |
| Province change under protection | Status-specific permission and registration | The general address period alone is insufficient |
Completing one row does not necessarily satisfy another. A student moving provinces may need both educational and address records changed. Separate reference numbers help show which request was accepted. If refused, these records help distinguish address eligibility, permit type and missing-document issues.
Does failure to report automatically cancel residence?
Late address reporting and cancellation of a residence permit are different acts. Delay may lead to an administrative fine. Its residence consequences depend on permit type, housing conditions, false statements and the decision’s reasons. Neither automatic same-day cancellation for every delay nor an absence of any consequences should be claimed.
Law No. 6458 includes providing address information among short-term and student residence conditions. Loss of conditions and use contrary to purpose are assessed with the relevant cancellation provisions. If refusal or cancellation is issued, obtain the written decision and service record. Later correction of the address may not automatically remove every earlier decision. (Law No. 6458, Articles 25, 32, 33, 39 and 40)
Explaining absence during checks and conflicting records
Not being home during an inspection differs from never living at the declared address. Work, study or travel explanations may be supported by documents. Once a registration problem becomes known, however, do not rely only on a verbal explanation. Ask what finding was made, which record was affected and whether additional evidence is required.
Hypothetically, a person may live in the correct apartment while the system records the neighbouring unit. The lease, numbering records and utilities may explain the error. In another example, using a friend’s address merely for administrative convenience raises a different problem: correction must reflect actual residence. These are not real client cases. Maintaining a false record is not a solution.
Late notification and administrative fines
If the deadline has passed, do not delay further: document the real address, move date and explanation. Preserve records of illness, technical problems or unavailable appointments where relevant. None guarantees that a penalty will be removed. An appointment-system error screenshot is not equivalent to completed notification; investigate an alternative official submission channel.
Review the issuing authority, legal basis, amount and challenge route in the notice. Do not take annually changing amounts from outdated articles. Challenging a fine and suing over residence cancellation may follow different routes. Legal assistance concerning administrative acts can help identify the appropriate request for each decision. Payment of a fine does not automatically correct the address register.
Which records should be checked afterwards?
Obtain the current residential address document and check province, district, neighbourhood and door numbers. If a residence application is pending, confirm delivery and contact information in that file too. Update changed telephone or email details. Addresses held by lawyers, schools, employers or banks may also need updates for their purposes; these do not replace official registration.
If a family moves together, check each member’s record. A spouse’s transaction should not be assumed to cover everyone, including children. Verify representation, custody and household conditions. Keep submission receipts, appointment details and the current document for subsequent renewal. Consider verifiability and issue date, rather than relying solely on a screenshot.
A practical plan before and after moving
Before moving, investigate the actual address, eligibility, accommodation evidence and regional restrictions. Record the move date, identify the proper channel and prepare documents. After submission, confirm registration. This sequence reduces last-minute missing-document problems without guaranteeing a fixed completion time.
Changing districts within Istanbul differs from settling outside Istanbul in another province. The latter may require the residence file to be handled in the new province. Protection holders should first establish their own movement and province-change requirements. Rules for ordinary residence cards cannot simply be applied to a temporary protection identity document. Reading the status on the document is the first distinction.
Attorney Esra Aslan can assist in reviewing a decision caused by conflicting address records, organising submission evidence and separating concurrent residence and penalty procedures. Define the actual need even in a routine registration matter; not every move requires litigation. First establish whether there is a recording error, missing evidence or formal refusal.
What to keep when appointments are unavailable or the system fails
Record the dates of appointment attempts, the error and transaction category selected. An appointment in the wrong category does not guarantee acceptance of address notification. Ask the provincial office through official channels for the correct route. Telephone information can help but does not prove a written submission. Request a receipt or registration number for delivered documents.
If the system cannot find the new address, do not select a similar but different one. Investigate numbering, unit records and status-related causes. If the municipality must correct the address, pursue that process alongside the foreigner’s reporting duty. Preserve delay evidence and do not assume all deadlines stop while correction is pending. Present the obstacle and remedial steps in a clear chronology.
If documents are missing, establish exactly what is required and how to complete the file. Where verbal explanations conflict, consider requesting an official written explanation. The aim is to identify the unfinished step. Submit only necessary personal documents to the relevant institution with the correct reference number.
This is general information. Permit type, move date and current provincial practice require individual assessment.
Frequently Asked Questions
Twenty days or twenty working days?
The general address-change period is twenty working days. Special procedures such as a university transfer to another city are assessed separately.
Does signing a lease update my address automatically?
No. A lease, official notification and registration are different steps.
Can my landlord do everything for me?
No. Authority to notify and representation conditions must be met; ownership alone does not provide general representation.
Can I wait for my card to expire before reporting another province?
No. The new-province residence and address procedures have their own deadlines.
Is informing my university enough?
It should not be treated as sufficient alone. Official address and migration records must also be checked.
Will absence during one inspection definitely cancel my permit?
No definite conclusion follows alone. The finding, actual residence and other circumstances need examination.
Does paying a late-reporting fine correct the record?
No. Payment and registration are separate; verify the update independently.
May I use a friend’s address only for registration?
Do not declare an address that does not reflect actual residence. Genuine shared housing requires the appropriate evidence and procedure.
Can I rely on an old closed-neighbourhood list?
Current eligibility must be confirmed. An old announcement does not alone determine today’s process for your status.
Does an address change extend my residence permit?
No. Renewal or transition to another permit requires its own application.
