What is the first step when a citizenship application is delayed?
If a Turkish citizenship application has remained unresolved for a long time, first establish its current stage, whether documents are missing and whether any decision has been formally served. A recorded request for information or a written request for a decision can then be considered. Administrative silence may, under particular conditions, amount to an implied refusal permitting judicial proceedings. Waiting does not itself confer citizenship, and not every delay calls for litigation on the same timetable.
The immediate need is to understand why the existing file is not progressing, rather than prepare a new citizenship application. Assemble the dates of the initial application, last document delivery, interview and written responses instead of repeatedly making telephone enquiries. Deadlines are assessed from these records. Another applicant obtaining a result sooner does not, by itself, establish illegality in your case.
Is there one completion period for every citizenship application?
Applications through the general route, marriage, exceptional admission and reacquisition have different legal bases. Verification of foreign documents, institutional opinions and individual circumstances may affect progress. A provincial office’s service standard for a particular step does not necessarily mean that the entire citizenship process must finish within that period. Identify exactly which stage a published timeframe concerns.
Article 10 of Turkish Citizenship Law No. 5901 states that meeting the conditions does not create an absolute right to citizenship. This should not be interpreted as permission to leave a file pending indefinitely without explanation. Assessment of eligibility and reasonable handling of the process are separate issues. The nature of the file, steps already taken and explanation for delay must be considered together. (Turkish Citizenship Law No. 5901, Article 10)
Online claims that the process ends in three months or guarantees acceptance after two years should not be used without checking their source and application category. An estimate for permission to renounce citizenship, for example, is not a timeframe for acquiring it. Elapsed months alone do not predict acceptance, refusal or a court outcome.
How do you verify the application number and status?
The Directorate General of Population and Citizenship Affairs provides an official status enquiry channel. Keep dated records of the stage displayed. The same message appearing for months does not reveal which institutional opinion is awaited or which document may be missing. An online status entry does not necessarily replace a separately served decision. (NVİ, Citizenship Application Status Enquiry)
If the application number is unknown, ask the relevant provincial directorate or the General Directorate’s information units. NVİ explains how to obtain the number and follow the general status. Where a representative handles the matter, clarify the scope of their authority and who holds the records. (NVİ, Citizenship Services FAQ)
Name variations, a renewed passport or an incorrectly copied number can complicate enquiries. First verify that the record concerns the right person. Use official channels rather than publishing identity and file details in open social media groups. Another person’s screenshot proves nothing about your own application.
Which records help identify the reason for delay?
A chronology contains more than the original application date. Initial delivery, requests for further documents, completion of those requests, commission interviews, institutional referrals and responses are distinct events. A receipt or registration number showing what reached the administration and when is important. A document sent without proof of receipt is not in the same evidential position as one confirmed delivered.
Gather the existing application form, delivery records, correspondence, dated status screenshots and current contact details. Keep the whole of any deficiency notice, including attachments. Documents submitted under the wrong file number may not appear to cure the deficiency. Records connecting old and new passports may also matter.
In a hypothetical case, an applicant remembers providing a document six months earlier, but it was registered against another file. The immediate request should then concern correcting the record and adding the document to the proper file. A general complaint beginning with allegations of bad faith may fail to explain the actual issue. Specific dates and evidence make legal assessment more reliable.
How should an information request be framed?
Ask which unit holds the file, the date of the last action, whether anything is required from the applicant and, where appropriate, for a copy of an existing deficiency notice. Requesting existing records differs from demanding a new report or unrestricted disclosure of every internal communication. Confidentiality and personal-data exceptions may require examination.
Under Law No. 4982, the general period for access to information or documents is fifteen working days. In specified circumstances, such as obtaining information from another unit or institution, it can extend to thirty working days with timely notification of the reason. These are not citizenship decision deadlines. Foreign residents’ use of the law also involves the requirements that the information concern them and that reciprocity be considered. (Right to Information Law No. 4982, Articles 4 and 11)
Refusal of information must not be confused with refusal of citizenship. A separate objection route exists before the Board of Review of Access to Information. For an express refusal, the period is fifteen days from service; the procedure for silence must be checked separately. That route does not directly award citizenship. (Board of Review of Access to Information, Application and Objection Procedure)
What can a CİMER application achieve?
CİMER forwards requests to the relevant public authority and enables responses to be tracked. It is not a separate citizenship approval authority. State the file number, dates of previous correspondence and the precise issue to be clarified. Provide accurate identity and contact information and avoid irrelevant attachments. Foreign applicants should check the applicable eligibility conditions.
The Directorate of Communications explains a thirty-day response period for requests and complaints under the petition procedure, and fifteen working days with conditional extension for information requests. A response saying examination continues is not approval of citizenship. Its content and the request it answers matter. (Directorate of Communications, CİMER FAQ)
Writing to CİMER does not always suspend the litigation deadline. Legal effect depends on the request’s content, timing and receipt by the competent authority, not simply the platform. Instead of repeatedly sending identical messages, identify what remains unanswered in the previous response. If a refusal with a running deadline has been served, waiting for a platform response may cause a separate problem.
Requesting a decision differs from asking for information
“What stage is my file at?” and “I request examination and a decision on my application” have different purposes. The latter seeks administrative action. Set out when the existing application was made, how deficiencies were remedied and what action is requested. Merely stating that you are experiencing hardship may leave the requested action unclear.
Keep proof that the request reached the competent administration. A general email to the wrong unit or an unsigned message should not be assumed to have the same legal effect. Number attachments and arrange earlier responses and delivery evidence chronologically. A clear request assists assessment of any later remedy.
It cannot be said that a new petition restarts a deadline without examining previous applications. Earlier responses are particularly important in a file pending for years. Repeating a request does not automatically revive an expired litigation period. Legal analysis should use the existing record rather than focus solely on generating a new date.
Administrative silence and Article 10 of the administrative procedure law
Article 10 of Law No. 2577 governs requests for administrative action capable of becoming the subject of litigation. In that context, no response within thirty days may result in an implied refusal. This procedural refusal, used to enable judicial review, is different from a substantive finding that the citizenship conditions are not met.
If a response within thirty days is not definitive, the applicant may treat it as a refusal and sue, or await the final response. The statutory waiting period cannot exceed four months from the application date. The article also contains a special rule for a later response from the competent authority where no case was filed or a case was dismissed as out of time. Every letter must therefore be considered together with its date and content. (Law No. 2577, Article 10; Turkish Parliament, Time-limit Amendments in Law No. 7331)
These rules should not be described as a requirement to grant or decide citizenship in thirty days. They concern the legal character of the request and access to judicial review. The original citizenship application, a later request for action and an information request should be classified separately. A single calendar deadline cannot safely be given without examining the file.
Keep the remedies and their time limits separate
The table distinguishes the purposes of the different routes. Its periods cannot simply be added together to create an automatic timetable. Service, receipt, special provisions and previous actions must also be assessed.
| Route | Purpose | Time-limit issue |
|---|---|---|
| Information request | Access existing records | Generally 15 working days; conditionally 30 |
| Petition or CİMER | Submit a request or complaint | A 30-day response period is not a citizenship guarantee |
| Article 10 request | Seek administrative action | 30-day silence and special rules for non-final replies |
| Annulment proceedings | Review legality | Generally 60 days; the trigger depends on the file |
| Ombudsman | Review administrative handling | The six-month application period is not the court deadline |
A dispute about an unanswered information request may differ from a dispute about failure to act on citizenship. Using one route does not establish the conditions for another. Record each request’s subject and addressee separately so that it is clear which response addresses which application.
What is requested in annulment proceedings?
The purpose of administrative litigation is review of the legality of the challenged act or legally implied refusal. The court does not replace the administration as the authority issuing citizenship documents. Review can include whether discretion was exercised lawfully, but not every delay allegation can be advanced with the same evidence or requested relief.
The general filing period is sixty days. Its commencement is assessed differently for express refusals, implied refusals and non-final replies. Where an express refusal is served, calculation ordinarily begins the following day. Litigation or an information request neither confers citizenship nor automatically extends a residence or work permit. See the firm’s administrative law services for the broader framework.
The competent court and venue depend on the authority responsible and the nature of the act. Not every citizenship dispute belongs in the same court. The Council of State’s special first-instance jurisdiction over Presidential decisions must also be considered. Living in Istanbul alone does not determine jurisdiction. (Council of State, Discussion of Article 24 of Law No. 2575)
What does an Ombudsman application provide?
The Ombudsman Institution can examine complaints about administrative handling and issue recommendations. Delayed citizenship applications have appeared in its official reports. Those examples do not guarantee the same result in every case; they illustrate review of communication with applicants and progress of administrative procedures. (Ombudsman Report on Completion of a Citizenship Application)
Exhaustion of administrative remedies, application deadlines and whether the matter is already before a court require examination. The six-month period in Article 17 is linked to the administrative reply or the silence period specified there. A qualifying application within the court filing period can suspend that period; it should not be assumed to revive an expired right to sue. Resumption of the remaining period depends on the outcome and Article 21. (Ombudsman Institution Law No. 6328, Articles 17 and 21)
An Ombudsman application is not a court judgment. Recommendation, investigation and amicable resolution have different effects from binding judicial relief. Calculate the court deadline separately when choosing a route.
Monitor residence, family circumstances and contact details while waiting
A pending citizenship application does not automatically extend a residence or work permit. Track expiry dates separately. Changes in family, employment or investment circumstances underlying the application should be assessed for their effect on the file. Not every change produces refusal, but ignoring a material development is not appropriate case management.
Current address and contact details help prevent missed notices. If travel is planned, review the citizenship file separately from travel and residence documents. The article on residence permit procedures provides general context. Obtain individual guidance if children reach adulthood or marital status changes during the process.
Family members applying together may still be at different stages. Progress shown for one spouse is not approval for another spouse or child. Keep each person’s file number and records clearly separated, and check the representative’s authority for each individual.
How does follow-up change if a refusal arrives later?
An express refusal shifts the focus from explanation of delay to the decision’s grounds and remedies. Earlier CİMER messages or information requests should not be assumed to replace the action required against that decision. Read the whole decision, service evidence and previous records together. The separate article on remedies against Turkish citizenship refusal addresses that subject.
Legal assistance can be useful in classifying ambiguous responses, calculating deadlines, identifying the correct authority and framing the request. A review with Attorney Esra Aslan may begin with the chronology and evidence before deciding whether an administrative request or litigation is appropriate. See the citizenship application and follow-up services page for the scope of assistance.
For example, a person waiting two years who has not answered a deficiency notice may need a different approach from someone whose file is complete but who has repeatedly received vague replies. This is a hypothetical comparison. Length of delay matters, but it is not the only consideration. Proper follow-up makes clear what should be requested, from whom and when.
This article provides general information based on sources checked on 13 October 2026. An individual court deadline cannot be calculated without examining the application’s dates and documents.
Frequently Asked Questions (FAQ)
Does two years without a reply automatically confer citizenship?
No. Waiting does not itself confer citizenship. The file’s stage and available administrative or judicial remedies must be examined.
Does an unchanged status screen mean the file is lost?
Not necessarily. A recorded request can seek the location of the file and the most recent action.
Does every CİMER request suspend the court deadline?
No. Content, addressee and timing determine legal effect; the platform name alone is insufficient.
Is thirty days of silence a final refusal on the merits?
Not in every case. Implied refusal under Article 10 is a separate procedural situation relevant to access to judicial review.
Does refusal of information also mean refusal of citizenship?
No. These are different requests. Read which request the refusal letter addresses.
Will a court directly issue a Turkish identity card?
No. The court reviews legality rather than granting citizenship in place of the administration. The administration must give effect to the judgment.
Does a new petition restart an old litigation period?
Not automatically. Previous requests, responses and the nature of a later decision must be considered together.
Is my court deadline protected throughout the Ombudsman’s six-month application period?
No. The application period and court deadline are different. Statutory conditions and filing within the litigation period matter for suspension.
Must I renew my work permit while waiting for citizenship?
You must maintain valid work authorisation separately. An open citizenship file does not replace a work permit.
Is a friend’s faster result sufficient evidence?
Not by itself. Application routes, documents and individual checks may differ. Investigate the explanation for delay in your own case.
